France and Germany seem to be making a habit of passing resolutions and then failing to see them through or live up to their terms. First, the fiasco in the U.N. Now, smaller members of the European Union are upset at the two countries for not adhering to the mandate whereby member nations bust keep their budget deficits under 3%. France and Germany were the two principal nations that fought fiercely to put this mandate into the EU charter, now they are unwilling to live by their own rule.
